The Tobacco Use Prevention Program is a long-term project addressing the public health concerns related to all types of tobacco products. The program promotes the Montana Quit Line, provides education on the Clean Indoor Air Act, participates in the Great American Smoke Out each year, and offers youth prevention programs. Middle school and high school students participate the reACT youth coalition.

Halloween 2008 Billings reACT group worked with schools by Lockwood to put up tombstones along highway 87 between Lockwood and Billings. Each tombstone displayed different truths about tobacco, such as the number of deaths each year correlated to tobacco use.
